In total, an estimated 46 million illicit cigarettes were consumed in 2017, representing just 0.6% of Total Consumption.
Illicit Incidence has remained relatively stable over the last three years. Myanmar continued to display the lowest level of Illicit Incidence in the Asia Illicit Tobacco Indicator in 2017.
Legal Domestic Sales declined for the second consecutive year, falling by 5.0% in comparison with 2017.
The decline in Legal Domestic Sales more than offset the small increase in Illicit Consumption, resulting in a 4.9% decline in Total Consumption in 2017.
The estimated Tax Loss rose slightly to MMK 0.6 billion (USD 0.5 million) in 2017, underpinned by the increase in Illicit Consumption. However, when considering Excise Tax only, the Tax Loss as a share of total potential tax revenues remained below 1% in 2017.
