Malaysia

  • Total Consumption (legal and illicit) was estimated at 19.1 billion cigarettes in 2017, rising by 4.3% in comparison with 2016. Total Consumption has now risen for two consecutive years in Malaysia.​

  • This is despite a continued decline in Legal Domestic Sales, which has trended downwards since the beginning of the Asia Illicit Tobacco Indicator research programme in 2012.​

  • The total volume of illicit cigarettes consumed rose to 10.6 billion in 2017, representing a 10.7% increase in comparison to 2016. This was primarily underpinned by rising Contraband whites. ​

  • The estimated Tax Loss associated with Illicit Consumption was MYR 4.7 billion in 2017.​
