Illicit Consumption fell by 13.1% to 285 million cigarettes in 2017. After rising sharply in 2015, Illicit Consumption returned to levels comparable with 2013 and 2014.
Total Consumption was broadly stable in 2017, as rising Legal Domestic Sales offset the decline in Illicit Consumption.
The estimated Tax Loss from Illicit Consumption was LAK 34.3 billion (USD 4.1 million) in 2017.
